Steps to Reproduce:
In Firefox, the site displays an "Initializing Services" loading screen for several seconds, before displaying an error message stating "Sorry, this service is currently unavailable. Please try again later."

In Chrome, the "Initializing Services" loading screen appears briefly, then disappears, allowing you to use the site.
