Description: Items are overlapped
Steps to Reproduce:
An cookie overlay with a scrollbar appears on the right-hand side. Unfortunately the overlay scrollbar is not grab-able and the main program scrollbar only scrolls the "underlay". The only way to reach the accept cookies button is to use the keyboard tab key. See attached video.

Chrome displays both scrollbars side-by-side
