Description: Disqus comment section does not appear
Steps to Reproduce:
Wirecutter pages should have a Disqus comment widget at the bottom. Instead, they show a message:

Comments are disabled because they require cookies and you have opted out of cookies for this site. You can change your cookie preferences to enable comments.
Note that this is NOT the SmartBlock Embed, this is part of the Wirecutter page.

I have tried:

• Clearing cookies and site data
• Private window
• Troubleshoot/Safe mode (add-ons disabled)
• Enhanced Tracking Protection disabled (https://bugzilla.mozilla.org/show_bug.cgi?id=1875061b)
• “Tell websites not to sell or share my data” unchecked
• urlclassifier.trackingSkipURLs=*://*.disqus.com/*,*://c.disquscdn.com/*
• Every combination and order of the above

In a fresh Fx install, the SmartBlock Embed appears as expected.
In Edge, the Disqus comment section appears as expected.
