Steps to reproduce:

1. Navigate to https://m.ebay.com/?_mwBanner=1
2. Observe the layout.

Expected Behavior:
The layout is correctly displayed.

Actual Behavior:
The layout is incorrectly displayed.

Notes:

1. Screenshot attached.
2. Not reproducible on Chrome.
3. Not reproducible on Nightly 62 on small screen devices.
