Description: Voice messages recording is not available
Steps to Reproduce:

1. Log in to Google.
2. Go to https://mail.google.com/chat/
3. Open any chat; if you have no chats, just create an empty space.
4. See the message field at the bottom.

Expected results:
The rightmost icon is a microphone; clicking on it allows you to record a voice message.
Actual results:
The microphone button is absent.
