Description: Comment text box has odd spacing at the bottom which clips text
Steps to Reproduce:
If you're logged in on github and write a comment on an issue, the textbox behaves oddly. There's a 40px bottom padding in the textbox that clips the text if you scroll and that is visible under the text at all times.
In Chrome, the space scrolls out of view and does not clip the text.
I think this is caused by https://bugzilla.mozilla.org/show_bug.cgi?id=1099204 .
