Description: Page content is not properly rendered
Steps to Reproduce:

1. Navigate https://www.office.com
2. Scroll down to reach the bottom of the page.
3. Observe how the page components are rendered while scrolling.

Expected Behavior:
The page components must be correctly displayed.

Actual Behavior:
The components are no correctly rendered. The page content from the bottom of the page is blurred

Notes:

1. The issue is not reproducible on Chrome 72.0.3626.105
2. GIF's attached.
