Description: The "Open Picture in Picture mode" button is missing
Steps to Reproduce:

1. Navigate to https://www.bbc.com/news/business-47466766
2. Play the displayed video.
3. Hover over the video and reach the control menu from the bottom right corner of the video window.
4. Observe the "Open Picture in Picture mode" button.

Expected Behavior:
The "Open Picture in Picture mode" button must be displayed.

Actual Behavior:
The button is missing.

Notes:

1. The issue is not reproducible on Chrome 72.0.3626.121
2. Screenshots attached.
