Description: (I believe) scroll anchoring is breaking page scroll
Steps to Reproduce:
Simply load the web page and attempt to scroll down one scroll tick at a time. Instead of the page header smoothly shrinking and sticking to the top of the page and continuing to scroll, firefox 66 instead jumps back up to show more of the header. Note that the page can be scrolled normally if you scroll down fast enough.

This behavior was not present prior to firefox 66.x
