Problem type: Design is broken
Description: The footer's "Help" button is missing
Prerequisites:
Microsoft account available and signed in.

Steps to reproduce:

1. Navigate to https://www.bing.com/
2. Open the hamburger menu.
3. Tap the "Search history" menu option.
4. Scroll down to the bottom of the page.
5. Observe the "Help" button from the footer section.

Expected Behavior:
The "Help" button must be displayed next to the "Advertise" button.

Actual Behavior:
The "Help" button is missing.

Notes:

1. The issue is not reproducible on Silk Browser 74.2.9.3729.136.10
2. The issue is also reproducible for the "Feedback" button.
3. The issue is reproducible on all the pages where a footer is available.
