Description: Absolute positioned divs don't resize to accommodate horizontal scroll bar.
Steps to Reproduce:
As far as I can tell, when you have an absolute positioned div that has a height based on a percentage of the parent, it doesn't shrink to accommodate a horizontal scrollbar, even if its parent does. SVGs don't have this same issue. The only browser I've noticed this issue in is Firefox on Windows. I have tried it on OSX in Firefox, Chrome, and Safari, as well as iOS and Chrome on Windows.
