Description: Animated GIF cuts off early and freezes
Steps to Reproduce:
Animated GIF files played on Twitter do not play correctly on Android devices. On my Kindle Fire HD 10 2019 tablet, a test image stops early and does not loop. On my Motorola Moto X2 Android 5.1 phone, the test image stops early, freezing for a bit before finally looping.
