Description: Keyboard navigation is faulty
Steps to Reproduce:

1. Access https://www.cdc.gov/coronavirus/2019-ncov/index.html
2. Put the "Search" field from the top right corner of the page in focus.
3. Start page navigation using the computer's 'Tab' keyboard key.
4. Observe the behavior.

Expected Behavior:
The navigation is fluid and no items are skipped from being in focus.

Actual Behavior:
Some items are skipped from being in focus and the page scrolls down to the map image area.

Notes:

1. The issue is not reproducible on Chrome Mobile 80.0.3987.149.
2. Screenshots attached.
