Description: Inconsistent scroll direction
Steps to Reproduce:
In Firefox the same scroll action (i.e. user input, user gesture) scrolls in the same direction. In Chrome, scrolling "down" in the second box actually moves the bar upwards.

In other words: in Chrome, the direction of scrolling is flipped due to the Y-axis transform. The same behavior exists in Safari, and presumably Edge.
