Description: In Safari, hovering on text area: text shifts, text blurs, and border doesn't get thick enough
Steps to Reproduce:
I move the mouse cursor over the text area (containing text "Lorem ipsum..."), and:

  1. the text inside shifts up and to the left slightly, when it should have stayed in the same position
  2. the text inside gets blurry
  3. the outline drawn around the text area gets only a few pixels thicker, instead of 10 pixels thicker
